# 2. Problem Statement

Weak links between measurement, record-keeping, participation, distribution and incentives limit how reduction records can be verified, traded and rewarded.

### 2.1 Measurement: The Limits of Manual Entry and Estimates

Most business sites enter the usage shown on their utility bills by hand and multiply it by an average emission factor.

This is why a third party has to recheck samples. Monthly totals, however, cannot show which equipment is inefficient, and average emission factors struggle to reflect each company's actual reductions in full.

### 2.2 Record-Keeping: The Risks of Centralized Storage

Emissions data is usually stored in a central database, where anyone with administrative access can change it later.

The mere fact that tampering is possible lowers its value as evidence.

### 2.3 Participation: High Barriers to Entry

Certifying reduction records under a recognized methodology takes months to years and is expensive. Small and medium-sized sites and individuals find it hard to take part in certification, so a large share of potential reductions is never traded in the market.

### 2.4 Distribution: Inconsistent Standards and Undisclosed Prices

Standards for reduction records differ from one body to another, and over-the-counter contracts with undisclosed prices account for a large share of trading. When distribution is restricted, prices struggle to reflect supply and demand fully.

### 2.5 Incentives: Little Reward for Reducing Emissions

For individuals, environmentally friendly behavior is a cost that brings almost no reward. Meanwhile, many blockchain projects failed to become sustainable because the value of their newly issued tokens depended on an inflow of new participants.

VLX is designed to reward actual reduction activities on the basis of verifiable data and to distribute reduction records through services that users can easily access.
